Clients range from large rapidly growing sophisticated middle income clients to IDA countries to small Caribbean states to one fragile state. Despite immense resources, dynamic societies, and an average annual per capita income of about $4,000, deep inequalities persist in most LCR countries, with nearly a quarter of the Region's people living in poverty. The Bank's strategy in LCR is focused on five pillars: (a) stimulating growth and improving competitiveness; (b) reducing poverty and inequality; (c) making governments and institutions work for people; (d) providing a platform for tackling global issues (climate change, trade, disease, migration), and (e) reducing risk, whether from extreme weather events, climate change, crime and violence or other. The Office of the Chief Economist for the Latin America and the Caribbean Region of the World Bank (LCRCE) is seeking an Economist with a solid theoretical and econometric background and flexibility to undertake policy-applied research on a relatively range of macroeconomic and financial development issues. The fields of expertise can vary, including among such fields as macroeconomics, international trade and finance, industrial organization, and applied econometrics. The Office of the Chief Economist for Latin America and the Caribbean is in charge of: - Leading and managing region-wide analytical work and conferences, which involves organizing and managing the annual Flagship publication and the Regional Studies Program. - Active role in developing an economic outlook for the region, which involves the organization and management of a bi-annual publication led by the Macroeconomic Team in the Office. - Contributing with the Regional Management Team in defining the strategic orientation and focus of policy dialogue, analytical work, and operations in the region. - Contributing to the Country Unitsâ policy dialogue in economic development issues. - Providing quality enhancement services to analytical and advisory activities (AAA) and lending operations initiated in the region as well as to the main publications of the World Bank by bringing a regional perspective. - Representing the World Bank in regional academic and policy gatherings. Duties and Accountabilities: The Economist reports to the Chief Economist for Latin America and the Caribbean. She/he will contribute to all activities of the unit in her/his areas of expertise. Her/his work will focus on analytical and policy matters of key relevance for economic and social development in Latin America and the Caribbean. Her/his main functions are: - Carry out independent policy-relevant research, being the author or co-author of theoretical and/or empirical papers â of publishable quality in refereed journals â in line with the work program of the Office. Strongly encouraged to collaborate with academics, colleagues in other units of the World Bank. - Participate in the analytical activities of the Office, including the Regional Studies and Conference Programs. - Provide quality enhancement services (as commentator or peer reviewer) to analytical work in the region as well as provide comments and inputs to relevant reports and publications initiated by other units of the World Bank. - Provide inputs to activities developed in support to the Regional Vice Presidentâs Office, including inputs to technical/policy briefs and speaking notes. - Participate on behalf of the Region and at the request of the Regional Chief Economist in conferences, seminars, and workshops, especially to present and disseminate analytical work developed along the above lines. Selection Criteria: - Advance Degree (PhD Preferred) in Economics, Finance, or related field with minimum 5 years of relevant experience. - A good publication record in refereed journal, or for more recent PhD graduates, a strong publication potential is required. - Strong analytical and technical skills and demonstrated ability to apply economic theory and/or sophisticated quantitative techniques in policy-oriented research. - Flexibility to undertake policy-oriented theoretical or empirical analysis in a variety of economic and financial development areas. - Excellent written and oral communication skills. - Excellent interpersonal skills. - Strong commitment to team work and knowledge sharing. - Energy, collegiality, and a natural appetite to expand the World Bankâs contribution to the development process. - Spanish and/or Portuguese highly desirable.
